The Integrated Child Protection Scheme is expected to significantly contribute to the realization of Government/State responsibility for creating a system that will efficiently and effectively protect children. It is based on cardinal principles of “protection of child rights” and “best interest of the child”. Hence, the ICPS objectives are: to contribute to the improvements in the well being of children in difficult circumstances, as well as to the reduction of vulnerabilities to situations and actions that lead to abuse, neglect, exploitation, abandonment and separation of children. These will be achieved by: (i) improved access to and quality of child protection services; (ii) raised public awareness about the reality of child rights, situation and protection in India; (iii) clearly articulated responsibilities and enforced accountability for child protection (iv) established and functioning structures at all government levels for delivery of statutory and support services to children in difficult circumstances; (v) introduced and operational evidence based monitoring and evaluation. 

Juvenile Justice System and Status of Integrated Child Protection Scheme (ICPS) in Jharkhand

  •     The state of Jharkhand adopted Model Juvenile Justice (Care and Protection of Children) Rules 2007

  •    Currently 10 Observation Homes for juvenile in conflict with Law (JCL) is running in Ranchi, Gumla, Simdega, Jamshedpur, Chaibasa, Hazaribagh, Bokaro, Dhanbad, Deoghar(for girls) and Dumka districts. Two Children Homes is running in Jamshedpur (for boys) and in Deoghar (for girls) districts. One Special Home is running in Dhanbad district.

  •     Child Welfare Committee (CWC) is functional in 17 districts where as Juvenile Justice Board (JJB) is functioning in 21 districts of the state. We are in process of filling the vacant posts in remaining districts.

  •     Integrated Child Protection Scheme (ICPS) is an umbrella project of Government of India which aims to integrate all programs and activities related to child protection and juvenile justice under one scheme. The State of Jharkhand entered into MoU with Ministry of Women and Child Development, Government of India on 1st February 2011 to implement ICPS in the state.

  •    The Jharkhand State Child Protection Society (JSCPS) has been registered under Societies Registrations Act, 1860 and is functioning as nodal agency for implementation of ICPS in the state.\

  •     State Project Support Unit (SPSU) is functioning with full strength to establish service delivery structures at state and district level. State Adoption Resource Agency (SARA) and District Child Protection Society (DCPS) have already been notified.

  •     Process for recruitment of human resource in state and district level service delivery structures and Juvenile Homes has been initiated. We are in process of selecting renowned HR agency for this purpose.

  •     Under family based non – institutional care, pilot project on foster care is being implemented in Gumla, Simdega and Bokaro districts targeting 100 children in first phase. Under this programme, orphan or children without parental care residing in institutions or living in vulnerable conditions has been covered.

  •      Under ICPS, orientation training has been provided to members of Child Welfare Committee (CWC) and Juvenile Justice Board (JJB).

  •     Organized meeting of ICPS Taskforce including reputed NGOs working in the area of Child Protection. The members of Taskforce are supporting in many areas of child protection.

  •     Organized two day State Need Assessment workshop to understand and assess various child protection issues and its extent in different parts of the state. We also gauge need of interventions and services required in these areas.

Jharkhand State Child Protection Society (JSCPS)

 

The Jharkhand State Child Protection Society (JSCPS) registered under Societies Registration Act, 1860 in the month of November 2011. Separate office established at Ground Floor, Engineer’s Hostel, Dhurwa, Ranchi. Separate Bank account opened. Fund for SPSU transferred to the account of the Society.
